Organizing Sets and Collections

Is there a better way to organize sets within collections and collections themselves? If I want to put sets in a particular order in a collection, I have to delete some sets first, then add the new set I've just made, then re-add the sets I just deleted. Is there a way to toggle the sets to put them in a specific order? Same for putting the collections in a particular order?
