What happened to the cropping tool...?

Lately, when ever I use an Android device in tablet or mobile mode the cropping tool [background remover] is missing. Is this just a glitch or a change I don't know about in all the browsers I use [Kiwi, and Opera and Chrome]?

I'm having trouble just getting the Clipper to work.
maybe there's some problem we don't know about, Adnin can you advise or help with this please.
