VOTING in Contests : Moderator Help Needed...

Two questions:

How can all members vote on Winning Sets fairly? "Liking" sets is inaccurate, as Sets are liked by non-members, therefore, the total "Likes" a set has does not tell the moderator which Sets the Group Members have voted on for the wins.

How do I delete Set Submissions when they do not apply to a contest theme?
