Should drivers choose tires based on vehicle type, driving conditions, or budget?

I used to look at tire prices first, but after driving through different Edmonton conditions, I started paying more attention to what the tires are actually designed for. A tire that works well on dry roads may not be the best option when temperatures drop and roads get slippery. At the same time, there is no point buying the most expensive model if it does not suit the vehicle. How do you balance these factors?
